Both guys have fought tough comp, with Pacquiao probably fighting the less competitive fight as of recent (but it's no way a downplay of Pac's performance).

Pacquiao: Marquez (2xs), Morales (3xs), Barrera, David Diaz, Oscar De La Hoya, Ricky Hatton

Cotto: Ricardo Torres, Demarcus Corley, Carlos Quintana, Zab Judah, Shane Mosley, Antonio Margarito, Joshua Clottey

I'd say if anything, Cotto has seen more styles overall than Pacquiao being Pac's had 5 fights with 2 fighters alone.

I'd say Cotto's had the tougher competition as far as consistency throughout a 2-3 yr span.

I don't think it's a far stretch at all to say Cotto's had the tougher resume as of late. Fighting Mosley, Margarito, and Clottey in the span of not even a 2 year mark says a lot IMO. That's not to say there's a black cloud over Pac's resume either, but I think its safe to say Pac was heavily favored 2 out of those 3 fights as with Cotto all three were toss ups, and for good reason too.

But hey, everyone's got an opinion.
