That's not the point. Cotto would fight for the title at 147lbs. Pacquiao does not want to fight at that weight. Cotto agreed to fight at 145lbs., with no title on the line. Pacquiao wants the title to be on the line. Cotto won the belt at 147lbs. Pacquiao needs to move up if he wants the belt. PERIOD.
