More significant is the amount of weight he'll put on by the time he enters the ring. I remember one of the sanctioning bodies doing this in the past; only allowing a fighter to gain a certain percentage of the weigh-in weight. It should be implemented in the Pacquiao vs Cotto fight.

How the hell is he going to control that by draining himself even more after the weigh in, you're ******ed.
If Pac wants to face Cotto then he has to accept that Cotto is the bigger man if he wants to bring him down to his size then maybe he should fight someone else.
