If this fight won't go through due to some conflicting demands taking place, I think it will be good for Team Pacquiao to fight Mosley first at 143-145 to test the welters (w/ wbc belt on the line) while it's also good for Team Cotto to have a rematch with either Clottey or Margo to clear some doubts and getting back to his old dominating performance before going to the Pacman. Both guys are still in their prime, if both parties will win then a match at 147 won't be difficult next. The risks of course is if either guy losses.

JMM and Pacquiao are virtually the same size and stature. They are both reaching out of their 'radius' not one more than the other.
