and it should also say the welterweight limit is 147, so a limit of 145 is a change in the rule is it not? You shouldn't be allowed to change rules and still fight for the belt.

welterweight limit of 147 = u cant call it a welter weight fight & fight for a title if it is more than 147 (limit).

welterweight = 141-147. that means u can have a fight between 141-147 & call it a welterweight match or championship.

there are no rules prohibiting title fights to only take place at the limit of 147.

147 limit means u cant have a title fight above 147. there no rules against having title fights between 141-147 MEANS WELTERWEIGHT.

For those who said Pac is not playing by the rules of the 147 ww limit, then we can say that to Cotto also. He only weigh in 2x at the maximum limit of 147, against Margacheato and Mosley. Now you can say, it was his option to weight in at 1 pound less at 147 and there was no catchweight. But the point is he didn't play by the rules of the weight limit.

Even if the fight is not a title fight, if Pac beats Cotto, the title would be irrelevant. Cotto losing to a smaller guy and the title was handed to him by the WBO.
