While I have no arguments with those who place Shane #1 at 147, your triangle logic is a little flawed. Yes Cotto lost to Margarito who lost to Shane but...didn't Shane lose to Cotto? Plus, I think Cotto's opposition at 147 these past couple of years (Clottey, for instance) gives him as much a claim to #1, if not more.

Cotto fought a version of Margarito that most likely had loaded gloves, and it was a very competitive fight. Cotto also beat Mosley and Clottey in fights that could have gone either way. Overall, he's the number 1 welter. Shane would be probably a tougher matchup for Manny H2H, simply because Shane is faster, more powerful, and tougher than Cotto, but in terms of accomplishments at Welter of late, Cotto is the top guy.
