this is really not about cotto struggling to make the weight but more of a curb to how many pound advantage he has over pacquiao. roach doesnt want pacquiao to up against someone who whas a 15lbs weight advantage once the bell rings.

Pacquiao's normal fight night weight is 147,48 while cotto is a alleged 160. if u make the catchweight lower he will only rehydrate to junior middle.

It wouldnt be fair for a middleweight vs a welterweight. Its not really fair for a welterweight(career featherweight) vs a junior middle (career 140 pounder).
