Dont get me wrong, if they want to fight at 143lbs then fight at 143lbs. But if Manny wants the 147lb title, then go to 147 lbs. Simple logic. How dumb do you have to be to argue with that?

Listen duke, the limit is 147lbs meaning everything over 140 and under 147 is acceptable. However, if the two fighters agree at a weight they both feel they can come into between 141 and 147, then the organization will treat it as a welterweight title fight. With this you can see why JCC vs Whitaker was for a title, along with Hopkins vs De La Hoya, both of which fights were contested at agreed upon weights between the two fighters that were allowed by the various governing bodies.

Easy answer: Officially they would both make weight no problem, at 147.
Unofficially Cotto can weight back up and have a big weight advantage.
Manny wont be able to weight back up before fight night...thats toomuch for the naturally smaller guy to do.
Cotto can and will Unofficially weight up more come fight night.
Unofficially it could look like this, Cotto 154ish Pacquiao 145ish... that could make all the difference.
If Cotto is not Draining himself by making 147 he wont have a problem.

They know what Cotto unofficially weighs in at. They been in this game for years. They also know what Manny can move up too. They tested these waters with DLH. If they did it for DLH its because they knew he hasnt done 147 since 2001. lol thats a no brainier.

I still give Pac credit for the win, becasue it was the first time he fought at 147. Oscar was a fool not for making 147, but for not rehydrating. I didnt fully understand what happend, till later. he was so low in weight in training that he could not rehydrate.

The Governing bodies are the heart and soul of this sport. They have nothing to do with with the reason as to why this sport is dying and is/has been on the decline. Foolish of me to disagree with them.
