Ranking systems are based on accomplishment at either that particular weight or the previous one. You can be a stud who fights nobodies and never get ranked. Sooner or later a fighter has to take it to a higher level to see where he stands among his peers.
You just repeated what I've been saying, first you said it didnt make sense now youre agreeing. Again what a fighter brings to the table helps his ranking, you can be new to a division and get ranked number one having never fought there.
