Manny Pacquiao became a big Superstar after his win over De La Hoya and later Hatton. You can't expect Arum to book him in New York before that because It would have make no sence. Floyd is American and they so called "biggest Boxing draw" and has 0 MSG fights on his resume.

On the other hand Arum has already stated that if Cotto-Pacquiao happens It will take place in MSG. So Pacquiao will have his first MSG fight before Floyd does if the fight takes place.
