Floyd based on previous history needs reassurance that he is superior to his opponents. With Gatti - whether it was for promotion or just for his own psychological boost of confidence, he made it clear that he was facing a Slow, flat footed, C-Level fighter.
With Judah - who was no Gatti, and was fast and hard puncher, he needed reassurance by repeating that Zab was a "Front-runner", someone who tires after 5 or 6 rounds, and that he will get him in the late rounds.
With Delahoya, he did the same thing. Questioning his Stamina.
He can't do any of that with Pacquiao. Pacquiao is NOT flat-footed. Pacquiao is NOT slow. Pacquiao is NOT a light puncher. And Pacquiao is NOT a "front-runner" who tired out in late rounds.
So that leaves him with questioning all of those abilities by hinting at PED's. The state of mind is that, nobody is as good as me, Floyd Mayweather. I'm the guy with the best "GOD GIVEN ABILITIES", i'm the Number 1 guy when it comes to "Hard work & Dedication", the guy with the best stamina.
Of course when he does get tired of talking about PED's, he does have a dig at Pac's previous losses which happened years ago for reassurance. The state of mind being, I'm undefeated, this guy is not, therefore I have to be better Right? But it's not working, he is showing signs of insecurity. And he is scared of possible blemish to his undefeated record. He is dying to get Pacquiao out of his way, whether it is to do it himself, or hoping that someone else does the work for him, like Mosley.
This is how he got Cotto out the way, when he was prime & undefeated. The state of mind after that being, "All these guys are beating each other, Mosley lost to Cotto, Cotto lost to Margarito, Margarito lost to Mosley, Williams lost, therefore I have to be the best right?".
