Can someone explain to me how Pacquiao's resume is better/ or comparable to Whitaker?

he didn't beat any big names but he was the ibf champ.

after barrera , morales and those guys moved up to 126.

he became one of the top guys at 122 and was either ranked #1 or #2 at 122 by most people.

you know how kinda like how guzman became one of the top guys at 130 after morales , pacquiao , marquez and barrera left 130.

Those are 2 fights are not even notable. His best fights (or wins) are the JCC, Haugen, Mcgirt, DLH and Nelson. I definitely agree that Pernell is the better boxer, but i'd disagree that he has a better resume.

But his draw with JCC is probably pac's draw with marquez, and DLH fight (i also thought pernell won) is pac's 2nd JMM fight.
