Can someone explain to me how Pacquiao's resume is better/ or comparable to Whitaker?

    And Nelson was still considered a top guy back then, Whitaker's win was very impressive even though Nelson was moving up in weight, handing Nelson his first loss since his loss to Salvador Sanchez 7 years earlier.

                So how could Pacquiao's resume be comparable/ or even better then Whitaker's resume?

                  he didn't beat any big names but he was the ibf champ.

                  after barrera , morales and those guys moved up to 126 , he became one of the top guys at 122 and was either ranked #1 or #2 at 122 by most people before he lost to pac.

                  you know kinda like how joan guzman became one of the top guys at 130 after morales , pacquiao , marquez and barrera left 130.
