Can someone explain to me how Pacquiao's resume is better/ or comparable to Whitaker?

he was in the top 10 at 122 for a few years.
ranked below barrera , morales , adams and those guys.
he didn't beat any big names but he was the ibf champ.
after barrera , morales and those guys moved up to 126 , he became one of the top guys at 122 and was either ranked #1 or #2 at 122 by most people before he lost to pac.
you know kinda like how joan guzman became one of the top guys at 130 after morales , pacquiao , marquez and barrera left 130.Comment
