Manny is overall faster. Zab has some good handspeed, but most of his punches are when he's set and countering. Its easier to look fast throwing punches like that.

pacman don't punch and move. when he is getting out of there, he ain't punching. he only punches coming forward. Zab can punch all different ways and is much faster.

I think pacman has quicker feet and power is about the same, maybe slight edge to Zab in power. but Judah is very clearly faster in the hands.

Zab displays amazing speed but it's the kind that takes a lot of energy. That's why I think it's more flash than substance at elite level.

Pac can maintain his fast and high paced combination power punching for 12 rounds whereas Zab tends to gas out before the halfway mark and he doesn't stop his opponents as much as Pac does. Pac can go as fast as Zab (see training footages) but he doesn't have to at the extent of sacrificing leverage. He doesn't go overboard with the speed and that makes him a more effective puncher overall.

So to answer your question, Zab has the faster hands.
