Floyd beating Pacman at 147 is the same as Pernell beating JCC at 147

Pacman and Floyd are the two best fighters in right now just like Pernell and JCC were.
JCC never proved he was a top WW, yet this win secured Pernell as an ATG
Difference is, Pernell took on all the best fighters around him, bigger or smaller and left no question marks about his greatness. Chavez just happened to be the best fighter near his weight at the time much the same as Tommy Hearns was to Marvin Hagler.

no, nothing like it. whitaker only had 2 fights at ww before chavez and only two at jww. chavez fought at jww for a lot more fights than pac and pernell fought at ww a lot less than mayweather.

Does it change the fact that Pernells best win over a guy who has not proven himself at WW

No because it was still his equal, as if Marquez fought Pac at WW.

If you want to get technical the Whitaker fight was Chavez's 8th fight within the welterweight limits and only Pernells 6th. What point are you trying to make?

              The point I am making.

Pacman has at least beaten someone at WW while JCC didn't.
Both JCC/Pacman are moving up form 140 to 147

Why does Pernell get more credit beating JCC than PBF does beating Pacman

First, Floyd hasn't beaten Pac yet. Second, Both Pea and Chavez had fought as welters before and beat all the best fighters between them at 140. Pac has had a grand total of 2 fights above 130. There were no Cotto's, Mosley's, or Williams for Whitaker to fight. Floyd has plenty of unfinished buisness with established welters before taking on Manny. But since this is about money and not legacy, why would you even care what credit Floyd does or does not get? He certainly doesn't as long as he gets paid.
