I think he has the potential. Obviously, he would need to add some more big victories to his record, but I think he can do it. He has some defensive flaws he can work on, but then again, he is an offensive fighter. He has great talent. If he can beat Clottey, Mosley in a rematch and, let's say just for the sake of the argument, that he takes Mayweather. I think he can. Whether he will be considered one is a different story.
Does Cotto have the potential to be an ATG?

I think he is capable, but would have to beat clottey, and then go on to beat winner of pac v hatton, floyd, and a couple more big wins at welter should do it, a title at light-middle against a formidable champion would seal it...It is not enough just to go up in weight and win a version of a world title, don't get me wrong any championship at light-middle would be a good accomplishment, but to be an atg you have to beat great champs as you move up...imoComment

I think Cotto has HOF potential. Anyone that says otherwise probably doesn't like him for some reason. I don't think he has much ATG potential, but you never know. If he ends his career with one defeat to a guy that loaded his gloves, now we're talking.Comment

I don't think the great fights are on the horizon for that really. There just aren't many other top class, prime fighters out there. He'd have to beat other VERY notable fighters for it to happen. Cotto could beat Clottey, Pacquiao/Hatton, Mosley again, Berto and some other contenders or whatever in between and retire a great, hall of fame caliber Welterweight. If he wants to be regarded among the 50 or so best fighters of all-time he'd have to have an extraordinarily long reign at Welterweight or go up and have success as a Jr. Middle as well.Comment
