Pacquiao is willing to fight both but the obvious choice would be to fight Cotto. Money wise and even career wise i think Pac would receive more credit for beating a prime Cotto instead of Mosley (Pac's detractors will just say he beat another past his prime HOF fighter whether it makes sense or not!)
