Mainly because of money and Cotto is probably easier to negotiate with than Mosley, I doubt Mosley would be willing to take anything less than 50% of the purse, I think Cotto would be willing to accept a lower figure.

Mosley showed lots of quickness in his hands and a quicker fighter can represent more danger for pacquiao. Cotto still showed some quickness when he faced Mosley, but started getting tired as the rounds went by.

Plus if Pacquiao faced Cotto he would get more money I believe. Maybe.

Pacquiao is willing to fight both but the obvious choice would be to fight Cotto. Money wise and even career wise i think Pac would receive more credit for beating a prime Cotto instead of Mosley (Pac's detractors will just say he beat another past his prime HOF fighter whether it makes sense or not!)
