1) It wasn't Evangelista commenting about the Commission, it was Miguel.

2) He didn't say he was happy with the Commission in regard to his fight with Margarito; he said he was happy with how the Commission handled the situation prior to the Mosley fight.

All i gotta say is that if you compare how the fighters looked after fighting margarito prior to cotto, let's say cintron, clottey, williams and so on, you will not see them being beat up or nothing. Cintron simply has no heart and crumbles under pressure. Now look at how Cotto finished the fight, completely destroyed, i mean that face was simply busted. Then in margo's fight after Cotto, he's is blamed of using illegal plaster like substances for his wrapping.

After Cotto lost everyone(most) were saying there was something fishy about that fight for the way he busted cotto up. So by speculation u could say that he did use that substance for cotto. Evangelista said he didn't see anything wrong, maybe he didn't noticed anything wrong but no one can say that there wasn't anything in there.

As for me after finding out about this cheating bastard and watching the cotto fight, im convinced that he did use that for cotto. All RESPECT I HAD FOR MARGO IS GONE, simple as that
