If Mayweather never retired, would he or Pacquiao be p4p #1?

    Mayweather would have lost to Cotto and Cotto might be considered a candidate for P4P best, since Cotto might not have faced Margarito if he faced Mayweather this year. Pacquiao still bests Cotto's accomplishment though and the P4P might have looked like this: Pacman, Cotto, Mayweather, Marquez and Calzaghe.

          mayweather would never lose to cotto..he does everything better and fast

                    Id have to say Mayweather would still be on top.
                    Mayweather may be ****y, arrogant and all about himself.
                    But he is one hell of a fighter, and no one can deny that.
                    IF he did fight Pac-man, Mayweather would have to change his game up. Turn up the agression. But all in all I love both of them and that would be a fight long remembered.
