If Mayweather never retired, would he or Pacquiao be p4p #1?

IF lets say mayweather chose to fight once in 2008 and lets say he fought Miguel Cotto and beat him in a pretty close but comfortable decision win and manny did exactly what he did this year, beating marquez, diaz and oscar. Would Floyd remain #1 or would have pacman overtake that spot??

    Tough to say.

of course Floyd would still be number 1. If Floyd never retired then I doubt Manny would of fought Oscar.

Wouldn't happen. Floyd would have dropped from P4P no# 1 having been defeated by Miguel Cotto.
