Classic Toney trash talk. As long as DLH fights at 154 he should be good for a few more fights if he's so inclined. As for Duran, while I have little doubt Toney probably actually did believe he is Mexican, he is still the most famous Latin American fighter and beloved pretty much everywhere in the region regardless of nationality.
