If you say so. If that was the case then Margarito wouldn't of fought him and went on with the Cotto fight the first time. Also Quintana wouldn't of fought him either.

How??? Lets say he beats Margarito again. How does that make him #1 when he's only beaten one top WW(remember 1-1 with Quintana)??? Doesn't he need to fight the other Top Welters LIKE Margarito???

If Williams was to beat Margarito again I would definately accept him as the number 1 WW. The difference is that WIlliams does not have an outstanding loss to a top contender. He did have one and he avenged it by a first round KO. Margarito does not have the right to call himself the best right now because he has that outstanding loss to WIlliams. Williams doesn't deserve to call himself the #1 guy either. They need to fight to determine it. Simple as that.

Meanwhile Margarito is only loss to a top WW was Williams, while beating, Clottey, Cotto, Cintron(at the time). All TOP Welterweights in the last 2 years. 8 Title Defenses too.

On Jan 24th, he will be fighting Mosley, yes a past his prime Mosley BUT STILL Ranked #4 WW in the World. At that point Margarito would have faced ALL TOP 5 WWs IN THE WORLD. Can PW match that?? I don't think so.
