Both times he got caught he looked like **** physically. Against Ruiz he really only had his right hand. I believe that it was his injuries he took them for the first time around. The second time I dont know.

Well... He sure does'nt LOOK like he uses steroids. lol
He took Nandrolone. Sometimes you can fail a test for having higher than normal nandrolone levels without you ever injecting the steroid, but in this case, I think the test was conclusive he straight up cheated; I'm assuming.
Toney says the Doctor gave it to him and I think the Doctor said he didn't or it was something else or it wasn't for long...bad memory.
Then, Toney was on ESPN talking about Pituitary gland failure from head injuries from boxing...which can happen and does occur. Doctors backed him on this. It causes low levels of testosterone.
The only problem here is this: If Toney was taking Nandrolone, that would shut down his Pituitary and unlike most other steroids, it can take a long time to reboot...unless you have the proper drugs to help reboot...and sometimes I hear that doesn't work.
Toney got caught right around the time he was coming back from injury. Nandrolone will help the healing process. Desperate times call for desperate measures.
