Well the Hopkins fight would be at LHW I would assume. Besides, why would he have to leave 168? He can go back to 168 - he's already fulfilled his mandatory obligations.

Suppose he could go back to 68. It makes more sense to take care of the Taylor's and the Froch's first though then move up and battle with Dawson for LHW supremacy. Either way, I'll be happy though.

As somone alluded to you, I would think it'd make more sense for Dawson to actually take the reigns at LHW first and Kessler to do the same at SMW. I cant really see why Dawson's team would be going after Kessler first and foremost.
