According to the WBC the custom is to have 2 WBC appointed judges, and, if demanded, a local Commission judge, chosen by mutual agreement.
Regardless of all ther threats and froth blown by the local Commission, I believe that if the fightis to be regarded as a WBC Title fight, then the WBC have trhe right, by long custom, practice, tradition, (perhaps even by legal agreement) whatever they want to call it, to use the WBC selected and authorised judges.
If the local Commission objects and won't allow their result to be the official verdict, I don't see why they still can't buy tickets and fill out cards. Hundrweds in the arena will probably be doing the same thing.
Alternately, the WBC can withdraw recognition from the bout as an official Title fight.
