Oscar's ego demands that he wins his last fight over a name opponent. If you take all the available name opponents, then subtract the ones he (thinks he) can beat, there isn't that much left. If Pacquiao doesn't sign, DLH may postpone his farewell fight until next year when he can maybe get someone like Hatton in the ring.
As for Pacquiao, he makes millions every year against guys who he can beat. I think he's smart to make a number he wants and stick to it. Like I said, I think he's the one with more leverage. Even without Oscar he still is the lightweight champion with plenty of potential live opponents.
