I have to admit that I have been guilty of using the "natural weight" argument many times. and to a degree it holds water. But the simple fact that is undeniable is that there were better fighters in the division to choose from than the ones he fought. He could have attempted to work something out with Arum if he really wanted to fight Cotto or Margarito. He could have made a Williams fight or gone after Cintron or Clottey. I don't think he was scared, he just wanted money fights. And that is fine, but that doesn't and didn't make him the best at 147.
