Duran was the one obligated to fight McCallum as Mike was the mandatory, but Duran had much more lucrative bouts with Hagler and Hearns. That led to a falling out between Steward and McCallum, as the Bodysnatcher was a Kronk fighter back then.
As in the case with Leonard/Pryor, I don't thing Hagler had an obligation to fight McCallum. A champ has no obligation to fight a champ/contender in a lower weight class. It's good if they do and it creates a good matchup, but there's no obligation. They are obligated to fight the best fighters in their own division.
