For the most part his movement wasn't really wasted, he wanted to create room for his jab by moving backwards but I agree that he should have clinched more, clinching would have bought him some breathing time and space.
And I think Cotto going to the ropes is more what Margarito did than what Cotto wanted to do, I think Cotto wanted to use his jab, pick his spots and circle Margarito but Margarito did a good job of pushing Cotto back to the ropes, and Cotto was doing a pretty good job of blocking or slipping shots on the ropes but as the OP said, he's not Mayweather or Whitaker, he couldn't keep that up for the duration of the fight, he's not that kind of fighter.
Honestly, I think Margarito didn't allow Cotto to make his adjustments because of his workrate and pressure.
