1. Cotto
2. Margarito
3. Mosley
4. Mayweather
5. Quintana
6. Williams

Floyd hasn't fought any Welterweight for the last 3 years and was ducking Margarito and Cotto.. Even Marg lost, he is still at the top of fighting the top Welterweights same as Mosley, Quintana and Williams..

Floyd isn't fighting any 147 for the last 3 years.. He is having a rematch with a Shot Oscar... Mayweather not even worth mentioning at Welterweight and I Hope Golden BOY Stripped him the Ring Belt of not fighting any 147..
