What you gonna do? Cancel the fight and disappoint everybody or make him pay a fee on let it happen.
But than hes gonna have a huge physical advantage

Actually now they have set guidelines a fighter has to meet a different mile stones leading upto the fight. Many alphabets put these guidelines in after the Castillo fiasco.

I also highly HIGHLY doubt that if Mayorga or any boxer comes in 15lbs or 2 weight divisions above his contracted one that the fight would even be sanctioned. I dont think Cotto would have a choice the local state commision would stop a stunt like that.
