i think it comes down to what pavlik and his team are looking for...

from a financial and resume standpoint a fight with winky wright does a WHOLE LOT more for his career than gary lockett.

winky is basically begging him to sign the contract...

he offers his biggest payday
a big name to add to his resume
and a fight in his hometown...
he brings in more fans than all the potential opponents mentioned in that article...(ie. Lorenzo; Rubio; Lockett)...more fans that are brought in the better of a chance pavlik has to make himself a PPV fighter/household name...

wins over lorenzo; rubio; lockett dont do nearly as much for him to be honest...

i think what he's offering might be the best deal pavlik can make at this point.

If i were pavlik i would take the offer...

You realize the Gary Locket is a breather/tune up fight right? Saying Winky offers more than him Locket doesn't apply to the conversation considering Locket's role for Pavlik.

Pavlik will most certainly take this fight at some point, but I don't doubt his team has it's own plan for when.

a potential PPV card (if decent undercards become involved...)
in his hometown
to bring in fans that some of the lesser known fighters cant do

If Kelly stays at middle and Winky is regarded as one of the top Middles and Kelly doesnt fight Abraham then i can see people saying that and not have a problem with it. So far , Kelly's traCK RECORD SHOWS that he fights the top guys in the division..

pavlik will have his tune-up...

but if i were him i'd go for the winky fight...its the best offer overall that he has right now and might be the best offer he gets for all of 08...
