I think neck size is a big factor as well. guys like mercer and tyson had massive necks and they took great shots in there primes

Thin legs have nothing to do with it. The jawline is sensitive anyway and anyone is prone to get buzzed when hit there and it doesnt even take a hard shot. As far as other parts of the head, having a thick neck helps to keep the head stablized. Well Oscar De La Hoya has skinny legs, especially against Mayweather.
I knew something was weird about his physique, and it was his legs.
Probably because he is tall for a welterweight. (Antonio Margarito for example)
(Generaly boxers only need to work their upper body, their legs are used for cardio workout.)
