One reason. The WBC can't afford to NOT be involved in a PBF fight, because every Floyd fight since Judah has been a BIG event in the sport. Forcing him to fight mandatories will result in Floyd sticking two fingers up to the WBC by vacating and that would be bad business from the perspective of Jose Sulliman.

Just found out from a website that confidentially reports boxing that after Sept 17, Al Haymon (the manager for Mayweather & Berto) said that Mayweather will vacate the WBC belt and allow Berto to fight for the vacant strip against the next in line contender which is Miguel Rodriguez.Comment
