So apparantly you are unfamiliar with the term "interim".
An interim title is something awarded to a fighter when he is the #1 contender and the champion does not fight him for a period of time.
David Diaz, awarded the WBC lightweight interim title when Casamayor was inactive. It went on long enough that they upgraded Diaz to full champion and downgraded Casamayor to interim champion. Go to boxrec and check their last matches if you want proof. David's fight against Morales was for the WBC lightweight title. Joel's fight against Santa Cruz was for the WBC lightweight interim title.
In the heavyweight division, Sam Peter was given a WBC interim title because Maskaev has taken too long. He now can defend that, and will eventually get upgraded to full champion if Oleg does not fight him. Oleg is still the champion, but Sam holds a share of the championship.
So... that is proof that the WBC DOES force a fighter to fight his mandatories.
