You can make arguments for them.

Sam Langford doesn't have the list of champs on his resume (he was shut out of the title picture) but he was facing the top guys again and again and again and again.

      Maxie Rosenbloom

      Turns Pro in 1923:

1925: Loses decision to middleweight champ Harry Greb, a HOFer who is arguably the greatest MW ever and top 5 fighter ever. Loses decision to HOFer Jimmy Slattery, top 5 MW contender at the time.

1926: Loses another decision to Slattery. Loses decision to Jack Delaney, future HOFer and #1 LHW contender at the time. Wins 2 decisions over Dave Shade, #1 MW contender at the time. Beats HOFer, top 10 MW all-time, and current middleweight champ Tiger Flowers in a non-title bout.

1927: Loses decision to top 10 LHW contender Jimmy Delaney. Loses decision to top 5 LHW contender Young Stribling. Fights 2 draws with Tiger Flowers. Loses to Slattery in a title bout for LHW title. Beats top 10 MW contender Pete Latzo.

1928: Wins decision over top 5 MW contender Jack McKey. Loses decision to Latzo. Wins decision over top 10 MW contender Phil Kaplan. Wins via DQ over future HOFer Kid Lewis. Draws with #1 LHW contender Leo Lomski.

1929: Beats McKey and Lomski again. Finally beats Slattery, then loses to him later in the year.

1930: Beats Lomski again. Beats Slattery for the LHW title.

1931: Beats Lomski and Slattery again.

1932: Beats top 3 LHW Contender Lou Scozza twice. Beats future champ and HOFer John Henry Lewis. Beats #1 LHW contender Billy Jones.

1933: Beats #1 LHW contender Adolf Heiser. Beats #3 LHW contender Bob Godwin. Beats ATG Mickey Walker.

And Maxie was known for being on the wrong end of a lot of close or controversial decisions.
