There will be a match between Cotto and Williams someday, and that will answer this Question.
I think Cotto takes the Williams fight handily, and i think he controls that division for a long time

Mayweather needs to fight atleast one of those guys to be King...
Hatton was a Jr Welter
Baldo is Mayweathers best win against a a true welter champ, and he's not the fighter Cotto or Williams are.
