Second of all 140 is not 147 or any other division. It's a different level of comfort. At 140 Mayweather was beginning to pot-shot and lose any power he has/had.
Mayweather fought Corley, Gatti, Bruseles. That's it.
Chavez fought Camacho, Rogey Mayweather, Lockridge, Rosario, Taylor twice, Mitchell, Frankie Randall, Whitaker, Kostya Tszyu, Angel Hernandez and De La Hoya. Clearly a better 140 resume. He also only OFFICIALLY lost to De La Hoya and Kostya Tszyu. You can say he shoudl have lost to Taylor and/or Whitaker, but everyone gets gifts. Like Mayweather did against Castillo. It's a moot point.
Chavez was a heavy, better, stronger, better chinned, more determined version of Castillo, and Castillo got to him when he had more power and speed, and in his PRIME weight. At 135. At 140, what gives you statisically and ACTUAL evidence, other than your hunch?

For the record, the Whitaker comparison hardly works as they don't really even fight the same. Whitaker used his jab MUCH more, and was actually a more MOBILE fighter. I do think Mayweather can be beat. But Cotto isn't the one. And it will get proven.
