Can you really say that Mayweather is a "welterweight" when all the other "welterweights" are middleweights?
Margarito had fights at 154 several years ago. And has WEIGHED IN near 160. He is undoubtedly 160+ on fight night. Cotto was weighing in the high 150s for his JWW fights. Clottey is close to 170 (!!) on fight night. As is Baldomir. I don't know what Cintron weighs, but he looks huge. Let's face it: Paul Williams is a middleweight. And has had many fights at such.
I don't think PBF can make lightweight anymore (although the bigger Castillo and Corrales did). But Floyd can easily make 140. In fact, he is still smaller than many of the guys who refuse to leave 140.
At 130/135/140, Floyd is a STIFF puncher. 135/140 is where he SHOULD be now. But against these middleweights, he will have to earn a bit of respect with some pop (which he does), move his feet, and take the decisions.
