Margarito doesn't have the big name to fight anyone he pleases. Hatton does. Ricky could make a fight with almost any big name in the sport, he chooses not to. Margarito can make a fight with one big name and he is, but he's going to fight a scrub before that? If he really wanted to prove that he was the best Welterweight, he'd fight his highly-regarded mandatory. Just like if Hatton was trying to prove how great he was, he wouldn't be fighting Urango.
