Your in a boxing forum and yet you dont know the details of the fight. It was the Nevada State Athletic Commission(NSAC) doing the drug testing. The same commision who allowed floyd to use xylocaine with his pac fight. PEDS breaks human body that is why some "suspicious" fighters retired early in their career because they are feeling the side effects etc. But Pacquiao at the age of 41 still fights elite fighters for 4 decades.
