He played the HW champ in Rocky Balboa but only fought once at HW in reality. Had he spent more time there would he have been successful?

Could Antonio Tarver have made a good Heavyweight?

In his era what could he have done? He certainly had no chancr against klitschko. Probably he could have been a decent top ten guy for a year or two or three.

- -A huge, wt draining LH prob 190+ on fight night, when a single big punch heard around the world that wobbled the earth to reset the earths axis propelled him into fame.
He was otherwise a mediocre boxer too often in poor shape. The Rocky parody fit him perfectly where he picked up some tips from Sly and the Family PEDs.

Hard to say. His speed gave Banks problems and his power was enough to KO him. I could see him beating the Chris Arreolas and Tomasz Adameks of the world.
Best-case scenario, he would have had a Tony Bellew-esque run where he upset a big name and and made a lot of money in the rematch. At one point I believe he was being lined up to fight David Haye when Haye had the title.... that could have got interesting.

Yes. You have to remember, in his era these guys held titles:
-Rahman
-Maskaev
-Ruiz
-Liakhovich
-Ibragimov
-Ancient Evander
-Chris Byrd
-Chinless Roid Jones

As to the OP, Tarver had several heavy fights and won a few, just not championship quality.
