Hopkins won the 160lb crown AFTER Toney had lost his 168lb crown to Roy Jones. Toney immediately went up to 175 after that bout.

No one back then was clamoring for a Toney-Hopkins fight....

his doesn't fit a timeline of events. By the time Hopkins had himself established at 160, Toney was already gone from 168 and losing fights to Montell Griffin and Drake Thadzi at 175. There was simply no call for this fight.
