I belive it would be Nelson's fight at 126 which I feel is his best weight. Pacquiao's brawling habits would work against him.
Pacquiao has added more and more tools to his game since then and at 130 he was an improved fighter if not as complete as the Pacquiao of today. Azumah was a bit more inconsistent at super featherweight although he still had great performances here and there. At their relative bests, Pacquiao could very well end up outworking Nelson but he would have to be wary of exchanging punches with Nelson who I believe was the stronger fighter of the two.

Why is it if a fighter is aggressive and wild at times, he get's voted against so often? I see the same thing happening with Duran. Just because a fighter isn't fundamental or slick doesn't mean they are unskilled. Pacquiao was a wild ****er but let's not forget the type of opposition he was taking down.
Pacquiao would have a huge speed advantage over Nelson and I believe more pop in his left hand. Nelson may have been stronger at 126, because Pacquiao was very bottom heavy (and by that I mean he had very big legs) but Pacquiao would simply overwhelm Nelson with his speed and aggression, not to mention power.
Nelson would catch him a few times with some big shots, but even at 126, Pacquaio wasn't going to stay down, let alone even touch the canvas.
Pacquiao hasn't just recently become "good" Every division he passed by he was either a top contender or the best guy in that weight class period.
