Vs his two most significant opponents (JMM and Floyd), Pac is 2-2-1 with two razor thin wins, a draw, an out cold knockout loss, and a lopsided decision loss.
Not the stuff top 10 all time is made of.

At the age of 40 Pacquiao took on the unbeatenThurman floored him and decisively beat him to take his Super Welter title at a weight 40lbs from where he started boxing at Flyweight!

I think this comes down to what your criteria is. If longevity, moving through weight classes, and collecting belts are it...then he could probably make in in many top 10s. If its how good they were in their prime, relative to the weight class they were in; then probably not.
This also could be an example of how many people have 15+ in their top 10. Meaning many will see or hear a name and proclaim them to be in their top 10, then another and another, and eventually they end up with 15-20 in their top 10. Its not just boxing, people often have more than ten in their top 10 bands or movies too. But when they think about it, and have to trim some off, there are good choices that fall by the way side. I imagine even for those that put Pac in their top 10, that when they start to really look at all the other greats, theyd find at least 10 others who were better.

All great accomplishments. Pac is a 1st ballot HOFer, all time great and everything that goes with that. But for the reasons I posted, not top 10 all time in boxing’s looooooong history. If it makes you feel better, Floyd isn’t in my top 10 either. Canelo isn’t in my top 20.
Floyd isn't in my ten either and I don't rate fighters until they have retired.

I really doubt if Pac is top ten. Ironically, if he had stuck around in the lightweight division he might be in the top 10 now. One thing for sure, he is not even top 20 as a welterweight.
