I was studying film on Tito and I noticed the exact same thing. Felix didn't let his opponents clinch him. He would dig his elbow in his opponent's chest, create distance, and explode with a left hook. Great fighter.
However, I still feel the ball punching was the real issue. Getting hit with serious power to the balls three times... Trinidad loses this fight without those low blows.

To build on this I think legs are also very important in the second phase of brain trauma. So once this process has started and lets say the fighter hasn't been knocked out but his equilibrium has been scrambled, then its very important to have strong legs to survive the moment and/or lessen the effect/obviousness of how hurt you are. Guys with strong legs tend to show out less, and you don't get the bambi leg effect to the same extent.

To be able to take a shot flush and stay standing/keep going with no training or experience is genetics. Training teaches you skills such as balance, tucking your chin, how to take the impact, etc which will improve your ability to take a punch. You can also improve your toughness by doing neck exercises and core exercises. Let's not forget that the chin isn't a muscle, and humans have the same nerve endings throughout the area (no source for this). You can improve around the chin, and how to take a shot, but a chin is a chin, the only variance there is genetics imo.
