At this point those three fights unfortunately do seem more profitable than fights with Benavidez, Morrel, etc. Jermall should be easy to make next if Canelo beats Jermell but a fight with Spence depends on Spence beating Crawford at least one time.
If PBC was calling the shots then we shouldn't have heard anything about Canelo fighting Jermall first. Most likely he asked for Jermall, Jermall refused so then he asked for Jermell...

Would he still want to fight Fury if he loses to Ngannou and loses the wbc belt? Fat chance, I know. But i doubt he would still want to fight him if that happens, and I can't help but root for Ngannou. It would be a huge blow to the shit business that is boxing.
If Canelo and his team were confident he could beat Bivol now, they absolutely would have pushed for the rematch. But even at 168 he'd probably also lose and that would be absoluely devasting for him. Him saying he wouldn't get any credit for beating Bivol at 168 is also just a front for his fans.
Good for Bivol not accepting the rematch on the same terms. I wonder though if he is regretting that now that Canelo is clearly going in another direction. The fight to make for him is with Beterbiev. I understand why the Spence/ Crawford took so long but i'm not sure about this one.

If i'm Jermell, i'm absolutely pushing for the fight to be at 168. If i'm Canelo, i think i would prefer to meet him at 160. Why voluntarily defend your belts against Jermell? I can't help but root for Jermell at 168. At 160, it would be neutral ground. A good scrap.
I don't buy that this fight isn't happening because of the war in Ukraine. What's the real reason? Unwillingness to co-promote the fight bettween Top Rank and Matchroom? Either Beterbiev signs with Matchroom or Bivol with Top Rank? Suddenly the money will be there for the fight and the WBC will say we shouldn't mix sports with politics.
