Check his boxrec. He's gone into his opponents' backyards and beaten them. He's the only fighter to KO Ricardo Williams and Ko'ed Mayweather's fighter Said Ouali on the Mayweather-Ortiz card. He's taken tough fights since early in his career and defines what a real fighter is. He EARNED his way up the rankings by fighting tough.
Look at Jones' opposition. Everybody knows that a fighter can't solely be judged on his record. Furthermore, Jones is rated #3 by the IBF and is the USBA champion, thus Kell would likely have to face him in order to get the Bailey-Jones winner.
Styles make fights and Byarm is EXTREMELY exciting. Just because you haven't heard of either guy doesn't mean its not going to be a good fight. Anybody who goes to the fights or watches them can count how many "big time" fights turned out to be horrendous. On the flip side, there are countless fights that take place on nondescript shows or the general public isn't into that later becomes a youtube classic.
